I got the following info from John Wilson on the Classic Computer mailing list:

So it sounds like even if it will talk to RSTS/E for example (and
unfortunatly I'm not sure anyone on the list has access to a RSTS/E system
at the moment), that it still wouldn't be able to talk to RSX-11M or RT-11
systems. Although I have gotten the impression RT-11 wouldn't really
matter as DECnet is no longer available for DECnet, and you can get a free
TCP/IP implementation for RT-11.
