This looks pretty much like a 'pool' shortage. I can't tell the exact
way to figure out, but there's a small booklet called 
'decnet troubleshooting' somewhere around my shelves.
It covers both RSX and VMS (early versions < 5).


If somebody is interested in this, drop me a line.
we should discuss the how to make it accessible to the public.
