Steve's new patch

Initial testing looks OK apart from:

- dnetd still doesn't work. For some reason the child process hangs
on the setsockopt(DSO_CONNACCEPT). Running fal or ctermd standalone
seems to work. At least it doesn't crash anymore!
- DECterms still don't work. Very odd this. I've tried building xmon with
DECnet support with no luck. It seems to be something to do with either:
   a) Large packets (tho' they're OK for SOCK_SEQPACKET sockets, X-win uses
      a SOCK_STREAM socket). or
   b) TCINQ returning 0 when there should be something.
I have a disk full of logs but they don't really say anything other then
  these two things. :-(

I haven't tried routing - not enough VAXes, ethernet cards or cables.

This was a patched 2.3.39 but it patched cleanly.
