Oh, this is interesting!  I don't know if you've noticed the message I just
sent to the list, but I've been doing some Linux 2.3.40 and RSX-11M V4.2
testing this morning.  Anyway, my config is different from yours, HOWEVER,
I'm able to reproduce your results with my config.  Here is my config:

zeus: PII/333 - Linux 2.3.40
monk: DEC3000/300LX - OpenVMS 7.2, DECnet Phase V, TCPIP 5.0
cameca: PDP-11/73 - RSX-11M V4.2, DECnet Phase IV

I 'SETHOST MONK' and log in, then 'SET HOST CAMECA' and am able to type
'LOG SYSTEM', then it locks up.  However, if I telnet into 'monk' from
either the Linux box, or my Mac and then 'SET HOST CAMECA' everything works
fine.

At this point my only idea would be, have you thought about looking into
the free CMUIP package so you can telnet directly into the VAXen?
