dapfs for kernel 2.3

I am indebted to Eduardo for a new version of dapfs that is now up on the ftp 
site as ftp://ftp.dreamtime.org/pub/linux/decnet/dapfs_2-3-39.tar.gz

It exposes a bug in Linux FAL - I'll fix it soon.
