Today after I headed into work I realized what your problem might be with
connecting to the PDP-11 after you connect to the VAX from the Linux box.
I've a sneaking suspicion that's the way it's supposed to work and that the
error messages, or lack there of are creating confusion.
Here is what happens when I telnet into my one VMS box, then 'SET HOST' to
my PDP-11, and then try to 'SET HOST' to the Linux box (remember this seems
to work now).

SET -- Cannot set host from remote terminal

Anyway, it's a possible explaination for what we're seeing when we do a
'sethost' to a VMS box, then try to 'SET HOST' to a PDP-11.
Here's a good example of a very confusing error message I got when trying
to test stuff with the PDP-11!
[root@zeus /root]# dndir 'cameca"system system"::du0:[1,54]*.*;*'
Error in config: write failed: Transport endpoint is not connected
It took me a while to realize the problem was I typed 'system' a second
time instead of the password!
